I went to forward a submission to one of my forms, and got a pop window that said "reached my limit"... Where do I find the limit to this?

As far as i know, we have hourly limits. Because spammer abused this feature to send spam using our servers. I'm deeply sorry about that but it can't be turned off.

I indeed faced the same situation. Yes, i did hit the forward (the submission) for several times (i am doing a development testing-and utilizing this wonderful jotform).
What i need at that moment is the html piece (of the submission), and luckily provided WYSIWYG editor enable me to view/edit HTML code (Look for "HTML" icon on the editor bar-in the Forward Submission pop window). So, what i did is, copy the code and paste it on my composing window and enter the email addresses (on my gmail).
Hope this can enlighten you and others.

Your case is related to the same hourly limit for reply/forward emails. If you face such issue once again, just wait some time, and you will be able to send new messages.
