Our business is not yet making a profit and we can't afford $19 per month.

Can I do one or both of the following and remain in the FREE plan?

1- Change existing forms?

2- Delete forms and add new ones without exceeding five forms?

Hello John,

You can do anything with your forms such as modify them, delete old ones and add new ones to replace them. Your free account is only limited to the number of form views, the number of submissions, the number of payment submissions, and the number of forms created, and files uploaded. Other than these, you can do whatever with your account.  Feel free to check the pricing page for the difference of each account type: https://www.jotform.com/pricing
