Is there anything obvious that would break this? I've tried it on multiple computers, latest versions of IE, Edge, Firefox and Chrome, with no luck. Everything behaves the same way, I try to drag and drop forms into folders the way you show in the little gif on your user guide (which appears to be out of date, judging from the UI) and all it does is select the text.

I have tested in your account and I can see what you're referring to; however, this is because you're currently a sub-user account and the forms showing in My Forms page for your account are those ones that were shared with you.
Also, each form that you create will be automatically added into the folder that is names as the main account where you're a sub-user.
If you would have forms created in your account before you were added as a sub-user then you would be able to move them into the folder so you would be transfer the form's ownership.
Regarding to the guide showing screen-casts or screenshots from our old wizards, please apologize for that, we always work providing support and updating guides since it is is a priority so our users have the proper steps to achieve what they want, be sure that we will update that guide as soon as possible as well.
