I've previously done this and it used to work fine. I've taken another look at the form and it's no longer accepting html.
On the last page please hover above 'Facilities and equipment' file upload option.
Please come back to me asap as this is disrupting our services.

We would like to apologize for an inconvenience this is causing you. I tried to do some tests and I was able to reproduce the issue you're having.
I will forward this concern to our development team so they can take a look at the issue. However, I'm sorry if I cannot provide an ETA to when this will be fixed but rest assured that once there is an update or we hear anything from them we will update you here, in this thread, the soonest.

It's now been over month with no reply at all. Not even an update. Can you please give me a progress update as this is dragging out too much now. We pay for our services with you and don't feel this is acceptable.

We are aware of the issue and there are other users that have reported it. Our developers will sure be looking into it but the timeframe is completely dependant on their current workload.

I am paying for this service and customers are continually complaining.
I have waited for over a month for this to be fixed, it is not just a case of simply going to a new provider, my forms are embedded within so many different websites. I am now looking to formally complain, I understand you have capacity issues. However, this is something that should have been tested before hand and other jot form customers are experiencing the same issue. This needs to be a priority!
Kindly send me your complain form as I am looking for compensation as a paying customer...

Guys this has still not been address what is going on!!!
This is just so bad, its been over two months is this fixable or not! I am a paying customer and will not stand for it. I have also sent an email to customer support but heard nothing back are you still trading !!!

We understand your frustration and we sincerely apologize for the inconvenience. As said by our manager in the other thread here (https://www.jotform.com/answers/1003196), the bugs are prioritized and are being fixed based on their priority.
The issue regarding the hover text html tags has been prioritized as Urgent, which is the highest priority, and our developers are working towards fixing it in a timely manner. We will keep you updated on this thread once this has been fixed.

Chriistian, thank you for your email. However, urgent seems to be taking longer than two months. This is not acceptable when you have a commercial business and paying for a service. Kindly direct me to your CEO as I am looking for some compensation. This has gone on for too long and is really serious now for me this is my business and livelyhood.

We have an update from our developer who was assigned for this issue. According to him, it is not allowed for this to be fixed due to security measures. Here's a screenshot of the response from our developer, please see the image below:

Chriistian, so please let me get this right... Jot form have discussed this "time to time" with the CTO and both my IT developer and I have been communicating for over two months, but only now... I get an email to tell me that nothing can be done to fix this issue due to security having received numerous emails to say that it is an urgent priority and will be fixed. I am seriously hoping can you tell me I have either read this wrong or misunderstood because I will not take this as an answer, unacceptable and will take it further if needs be. CTO contact details please.

Further more, it used to work fine, if you have decided that it was a security issue then this should have been communicated to customers and not say that this is an urgent priority. As a way forward I need hyper links in the hover text how can this be done without using HTML. Please ask your developer this, for me to get a solution quickly.

On your screenshot I can see you're using some HTML tags that are not allowed such as <p> and <a> tags, please do note that only <img> and <br/> tags are allowed, other tags will display as plain text.
Here's a sample HTML code that you may use:
<img src="https://shots.jotform.com/kevin/Content/Files/SampleImages.jpg" style="width:100px; height: 100px;">
As explained some comments above, this has been implemented due to security reasons and other HTML tags are not and won't be allowed anymore.

As of now, we do allow <p>, <a>, and <strong> tags as well. Please check your form and let us know if the issue is not resolved.
Now that I have checked it, I can see all the hover texts look as they should do:
