I've checked your form and tested on my side.

First of all, did you ever test your Visa account before? Does your Visa account work normally on another platform? 

If yes, this might be an issue about our integration. So, I will forward this issue to our software development team.

Please test it first and I am waiting for your response.

I have had people donate using paypal and it worked but people who have tried with other cards it does not work

 If payment though PayPal account is successful and you only see the above error message when you make payment though your credit card, I believe the issue is related to your PayPal account setting.

I would suggest you to please ensure the "Direct credit cards" payment is enabled in your PayPal account. Please check the screenshot below:
