On an edited form is there a way to embed a "refresh current time"? Or add a widget that displays the current time versus the time the form was originally submitted?

Unfortunately there is no way to see those details in your submission. The original time value upon submission will be the value of the time, unless you manually change it while editing. If you have setup notification, you will receive an email alert for each submission edit, so you can refer to the time on the email when the edit is made.
There is no specific widget for your requirement, however, I believe there is a possible workaround to keep track of the time the form was originally submitted with the time the form was edited using regular time fields. However, you will need to manually edit the time when you edited the form.
1. Add 2 regular time field on your form
2. Set one as the original time and set it to current.
3. Set the other time field as the edit time and set it as hidden.
You're all set. Hidden fields will appear when you edit the submission. So when you edit the submission, the original time will still be there. Then simply input the correct time when you edited the form into the Edit Time field.
