What happens when views limit is reached?

I asked for clarification surrounding form views but was sent the link to your guide. That did not answer my question of 

1) what do form visitors see when I'm over my form view limit

2) does this mean visitors are not able to complete my form

My apologies. I'll try to provide you with more details:

1) what do form visitors see when I'm over my form view limit

When you are over any limit of your Account, views included, your account is marked as 'overlimit' that means that whoever tries to access your forms will see this message:

And that will be shown to them until the next reset, which happens on every first of the month or until you upgrade.

2) does this mean visitors are not able to complete my form

Yes, as shown above, your visitors will not be able to access the form, therefore they will not be able to submit it as well.
