I've tried downloading all uploads, the first couple of times it said Downloads ready but there was no zip file actually downloaded. I've checked my downloads folder
I'm now getting a download has failed message.

I tested the issue on my side. I see that your submissions include images which end up in respectable amount of data. You have 308 submissions. That is a quite remarkable amount of data to download at a time. With these circumstances, our servers can't handle this download when you try to download all the submissions at the same time.
In this case I suggest you to download necessary submissions as pdf, and keep track of the downloaded submission from excel. These are two options that you can use to download your submissions. Here you can download a single submission as PDF from here:
And you can download all submission data as excel from here:
