Terms and conditions link is not active

Hi,
we have inserted the Terms&Conditions field and have written in the settings the vinculated HTML page, but once online the link is not displayed in the form, it allows only to mark the field, but not to read the terms and conditions. Could you please suggest what I'm doing wrong?
