I am creating a form that's primary use will be photo submission. As photos may be submitted and downloaded on a daily basis, is there a way to manually clear our allocated space to allow for more uploads. 100mb would usually be enough space, but I want to know if I can clear out our storage or will I have to upgrade to handle this.

Thank you for contacting us regarding on storage space. Kindly note that is for entire period. You can however free some space in your account by deleting some files or Upgrade to Premium account for more space allocation (1GB)

How can I delete the files? Do I have to delet the form submissions?

Yes, you delete the files by deleting the submissions with attachments.
Please be inform that deleted submission records will be PERMANENTLY gone. You may want to download and backup the submission reports before taking the delete process.
