I'm getting the error as well.
You have been receiving payments on these Paypal settings so I am sure your subscription with Paypal Express has expired or there are changes on your API keys, maybe you have reset that. Please check and make sure you have the correct/updated API in the integration settings.
I would also advise reaching Paypal Support about this matter, ask if your Paypal Express needs reactivation.
