I am currently on the free plan, with 100 submissions per month. If I were to have more than 100 submissions per month, how would those submissions be sent? Would the users receive an error message when they go to complete the form, or would the submission be received later?

If you reach your account limit, any limit, your account will be temporarily disabled, and it will be disabled until next first of the month or until you do the upgrade.
Your users will see an error message saying that form is unavailable, so they will not be able to submit it.
