Submission storage?

There is a red banner stating that I am out of submission storage and I should upgrade.  What does this mean?  If I delete old submissions, will that take care of it? 

The storage limit is 500, when you reach that limit, any new submissions that arrives will make the oldest one to get automatically deleted, since you can not have more than 500 submissions stored in your account.
