Is there a widget that allows video on both phone and desktop?

I noticed one widget allowed you to upload an image. It took  a pic from the computer camera and saved it. But when viewed on my phone the same for allowed me to do a video and upload.

Are you referring to the Take Photo widget? This widget only allows your users to take a photo on desktop. It cannot be used to record a video. Unfortunately there is currently no widget that lets you take a video directly from the form. You can check out our video related widgets here: http://widgets.jotform.com/category/video 

A possible workaround I can suggest would be to use an Upload field instead. Your users will record a video from their webcam or phones and save it. Then they can simply use the upload field on your form to upload their video.
