Could you please clarify what is meant by 100 monthly submissions for the free/starter package?

Does it mean 100 submissions per survey/form or is it 100 submissions for all survey/form?

It means you can only receive 100 submissions per month regardless. It doesn't matter if it's for just 1 form or 5 forms, it's 100 per month for your entire account.

It's worth mentioning that your limits will always be replenished on the 1st day of each month.
