I don't think my monthly submission counter has been reset.
I've had 10 submissions on my account for November, however my account details says that there has been 119 submissions.
Can you please advise and confirm the counter error.

I have recalculated your submissions through our system. It indeed seems 10 right now and you are no longer over the limit. We are sorry for the inconvenience that is caused by this. Thank you for reporting it.
