I am looking for a way to handle donations request for concert tickets. So far, I have the part of the form that people can go and request tickets and that I can mark the form as approved or not approved (in a section of the form that is hidden from the public)
Once I approve a request, I would like the person who filled out the original form to be able to fill out a second "section" of the same form, that they could not edit before, but can now.

Yes, it is possible to hide part of a form until it is approved. I checked your form and it looks like you already set it up correctly. All you need setup now is to let the show a second section of the form and let the user edit their submission.
1. To show the second section of the form that they could not edit before, simply add a Show/Hide condition to show the second section IF the submission is approved. Here's a guide that may help: Hide or Show Multiple Fields at Once
2. Then to let the user edit their submission, please add an edit link in the "Approved" autoresponder. Here's our guide on: How to Let Users Update Their Form Submissions at a Later Date
