Text area box not allowing how many words we set it to allow

We use a form for our clients to submit their information. I've redone this form twice because the text area box is set to 250 word limit now a 1,000 limit. But our clients have never been able to enter more than 64 words. I even tried the form myself and it doesn't allow me to include more that 64 words. 

The text area field appears to be configured to have a limit in characters. Please remove the 'Max Length' value via field properties.
