Just got an email informing me of this. Seems I'm using the forms well within the terms stated. Also seems that they are still funtional. Was this message sent just to stress me out?

That email was pertaining to your file upload limits, however, when I checked your account, it was no where close to the upload limits. Unless there was a rather large file uploaded that put you over the limits, this email may have been in error.
Your account is in good standing and all forms are active. There is no action needed on your end.

that put me over the limit would I generally get at least the same
indication that the form was submitted and an opportunity to contact the
submitter?

If your form allows for large file uploads, you would only be notified if your account was over the total after the files were received. You can delete the submission to put your account back under its limits. You should have about 24 hours before the form is disabled. As long as the files are deleted before that time, there would be no impact on your forms.
