How to require a row in the table field?

I have a form with a table. I need to require that at least one row (not just one cell) is filled out before they can submit. I do not want to require the entire table or every cell is filled out in the entire table, but just the first row.

Right now they can fill out one cell and submit.

Unfortunately, it is not possible to just require one row. The only options available are "No, Require an answer on every row, Require at least one answer and Require an answer in every cell".
