We have had several instances where customers have told us they have uploaded the information, but nothing shows up. Is this a capacity issue? Customers are getting confirmation that the form was completed. They do not appear when we look in JotForm. As I said, this happens intermittently. We do receive some of the uploads. Any suggestions?

No, it is not capacity, you're under your limits. Are you saying that you're not receiving submissions at all or you receive submissions without uploads?
If it is the second one, I assume that your users didn't upload their files fully, but they submitted the form.
In that case, I would suggest you to enable multiple uploads:
With that set up, your users will see the progress of the uploaded file and be sure that they actually uploaded it.
