If we sign up for the $19/month plan but realize we need/want the $39 plan - can we upgrade to that one at any time without it negatively impacting anything on our account? Once someone submits a submission, do the admin users view the forms as is or does it go into a spreadsheet type of report for viewing?

You can indeed upgrade to a higher subscription level at any time. You will receive a pro-rated discount for time remaining on your current subscription. There is no downside or negative impact on your account when doing so.
