My understanding is that you don't want to receive duplicate entries or duplicate answers?
You can use our feature called Unique Submission. It will block multiple submissions from one computer or one IP address by setting it on "Loose Check" or "Strict Check". The Loose Check controls the cookie while the Strict Check controls the IP address. Please refer to this guide: https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form
