In addition to the information you provide below, please read these considerations in the policy:

Only a select number of designated locations within each agency/branch has been approved to hold a press news conference. Organizers may not choose to switch locations when they arrive.
Press News conferences cannot disrupt the day-to-day operations of the Library or violate the Library’s Behavior Policy. If they do, the Library reserves the right to end the press news conference.
All press news conferences must be held M-F, 9:00 a.m. – 5:00 p.m.
