  • The following are the consolidated output on the enhanced vision, mission, and functions of the Department. Please tick the appropriate box:

  • PROPOSED VISION AND MISSION

  • Proposed Vision: DSWD envisions an empowered and resilient society where Filipinos enjoy an improved quality of life, free from hunger, poverty, abuse, and exploitation, have equitable access to development opportunities, enabled by a fair, just, and peaceful governance.*
  • Proposed Mission: As the authority in the social welfare and development sector, the DSWD shall develop and advocate policies, plans, standards, and responsive programs, and capacitate partners and stakeholders for a more accessible, efficient, effective, and accountable service delivery.*
  • PROPOSED FUNCTIONS

  • A. Develop social welfare and development policies and plans, and advocate for their adoption and localization;*
  • B. Undertake researches and impact evaluation studies geared towards the development of responsive and evidence-based policies and programs;*
  • C. Monitor and evaluate the implementation of policies, plans, and programs ensuring compliance to national, and international commitments;*
  • D. Establish and maintain accessible learning exchange venues for advocating and promoting national and local SWD initiatives, and good practices among SWD practitioners from private and public SWDAs;*
  • E. Develop and demonstrate responsive SWD programs, projects, and services, or social laboratories and other specialized programs, to address emerging SWD concerns, or as provided by law;*
  • F. Provide SWD partners and intermediaries with technical assistance to include capacity building programs and learning and development interventions, as well as the provision of resources to complement or augment the efficient and effective delivery of services;*
  • G. Exercise technical supervision over social workers and social welfare service workforce;*
  • H. Establish, operate, and maintain institutional facilities which have not been devolved for the advancement of social welfare and development;*
  • I. Develop SWD service delivery standards that promote efficiency and effectiveness of the programs and services being delivered by partners and intermediaries;*
  • J. Register, license, accredit, and monitor compliance to standards of public and private Social Welfare and Development Agencies (SWDAs), and practitioners and enforce regulatory policies and guidelines to those erring organizations that operates within the purview of social welfare*
  • K. Initiate, promote, and maintain multi-sectoral partnerships with the SWD sector, including bilateral and multilateral linkages for technical cooperation, in coordination with the Department of Foreign Affairs;*
  • L. Provide strategic guidance on generation and mobilization of resources in support of the SWD sector; and*
  • M. Harmonize policies and coordinate programs and activities with attached and supervised agencies to ensure responsiveness and efficiency of delivery of services*
  • N. Perform such other functions as may be provided by law
