First Aid & RIDDOR
All companies are responsible for ensuring that adequate first aid provision is made for staff during the build and de-rig. Any additional provision which may be required due to higher risk activities e.g. work at heights, should be agreed before arrival on site.
All organisation’s must comply with RIDDOR and record and report any incidents in accordance with the regulations. All incidents / accidents or near misses that occur on site must be reported to the Safety Officer through the Site Office.
As of 6 April 2012, RIDDOR’s over-three-day injury reporting requirement has changed. The trigger point has increased from over three days’ to over seven days’ incapacitation (not counting the day on which the accident happened)
Manual and Motorised Lifting
We make it a condition of any contract between us that people employed in manual work involving lifting of heavy boxes or other equipment shall be of a competent level of training in the method of lifting. They must also wear steel toe capped boots or similar to protect them from dropped items.
In addition all contractors supplying motorised lifting equipment without personnel must supply all necessary paperwork to comply with current LOLER regulations. Contractors supplying lifting equipment with personnel do so with the understanding that LOLER regulations are fully complied with and that the necessary paperwork is available for inspection at the Contractors’ office.
Portable Appliance Testing
All portable electrical equipment must be provided and maintained in a safe condition.
Portable Appliance Testing (PAT) must have been carried out and evidence of testing be kept on site and made available for inspection.
Working at Heights
If you will be working at height you must have conducted and supplied a risk assessment for this work in relation to this site. Documentation should include details of rescue procedures.
All staff must be competent to work at height and appropriate fall protection measures must be put in place with harnesses being worn where required. e.g. in MEWPs
Please provide all relevant details together with copies of any training certificates for your staff.
Please note that in accordance with HSE guidance (re. Working at Height Regs 2005) a place is ‘at height’ if (unless these Regulations are followed) a person could be injured falling from it, even if it is at or below ground level.
We make it a condition of any contract between us that where you have employees working at heights you must ensure that they have the necessary training and equipment to carry out their job safely. In areas in which ‘fall arrest’ systems are needed you must supply your employees with, and ensure that they use, suitable equipment (such as harnesses) and that wherever possible they ‘clip on’.
Sub-Contractors
If you use sub-contractors (including self-employed persons) you will need to ensure that they have demonstrated their Health & Safety competence to you. Any person not considered competent by Ground Control to carry out the work as specified will be stopped from working.
Plant & vehicle operation & safety certification/licenses
We make it a condition of any contract between us that persons operating vehicles, site plant and equipment on or around the event site have received appropriate training and are in possession of suitable safety certification and/or licenses. This includes:
- 1 deliveries to, and collections from, the site
- 2 use of fork trucks/automated lifting equipment
- 3 use of earth moving machinery
- 4 Use of mobile elevated work platforms
This condition applies whether the plant is supplied by Ground Control or the contractor. Copies of licenses and/or safety certification should either be supplied to us with other documentation prior to arrival at site. The original should be carried by the operator, presented upon arrival at the Site Office and be available for inspection if requested whilst on site. Keys will not be handed out without copies of the relevant licenses’.
It is your responsibility to ensure staff are wearing suitable protection in accordandce with your companes policies and preedcures.
Noise
During the performance times of the event as well as at other times during the build and take down of the site noise levels will definitely reach measurements in excess of the first action level (80dB), and may in places reach the second statutory action level (85dB).
Use of chemicals or other substances hazardous to health
Where your employees are employed using chemicals, those employees are to be given adequate training in the dangers of the chemicals and adequate protection against skin contact or inhalation of the chemicals. Where employees are likely to come across the need to remove and dispose of needles/medical waste your employees must be given the correct materials, resources and training in order to do so without harm to themselves or others.
COSHH assessments/data sheets should be provided for substances that you may need to bring on to site to ensure adequate first aid treatment can be given and to ensure the correct use, storage and disposal of materials.
Alcohol & Drugs
We will make it a condition of any contract between us that persons in your employ are not under the influence of alcohol or other intoxicating substances or prescriops fdrugs which mau affect their performsnace whilst working.
PPE
We make it a condition of any contract between us that where you have employees working in areas in which hard hats and high visibility clothing (and other PPE) are needed then you must supply your employees with, and ensure that they use, hard hats, high visibility clothing or other suitable PPE. We will sign and designate PPE areas.
Please Note: During build and de-rig phases of the event hi-vis and foot protection are mandatory on site. Only yellow or orange. Black vests with reflective stripes are not acceptable.
Structures
If you are building structures on our event site a simple (and short) ‘Design Statement’ should be submitted along with your documentation (structural calcs etc.).
As an example your statement would explain in easily understandable terms the findings of any calculations that come with it e.g. basic info about maximum hung weight, ground weight, wind loading, wind monitoring and how you propose to let us know if you become concerned about the integrity of your structure on site.
