• 2020 SC YIG High School Model Legislature Bill Submission

  • Welcome to the South Carolina Youth in Government Bill Submission Form!

    This form is for any participating students that are members of the Model Legislature to submit their drafted legislation to be put into the 2020/21 Youth in Government Official Bills.

    Please note that SC YMCA YIG staff does not prohibit bills on any topics. However, any bills deemed inappropriate or not respectful of the seriousness of the program will be removed and the authors will not have another opportunity to submit legislation for the conference.

    Here are the steps you will take when filling out this form:

    • Make sure you know the correct chamber your advisor has assigned you to. Any bills with one or more first-year participant authors must be assigned to a Premier chamber.
    • Input the email address of a bill partner you want the confirmation email to go to with an attached copy of your final submitted draft.
    • Input the email address of your YIG advisor. They will get a confirmation email with an attached copy of your final submitted draft too.
    • Input your names and sections of your bill EXACTLY as they will appear in the billbook. SC YMCA YIG staff will not edit your bill for you. It will be input exactly as submitted.
    • Input the name or names of delegates in the opposing chamber who can sponsor you bill if it passes your chamber. For instance, if you are in the Premier House, you'll need a sponsor in the Premier Senate. If you're in the Premier Senate, you'll need a sponsor in the Premier House. Your sponsor does not have to be from your school, but should be someone who is willing to present your bill and work with you so that they understand it. If you do not have a bill sponsor, we will circulate a list of bills needing sponsorship and will help you find one.
    • If a section is going to have subsections (e.g. "A., B., C."), you must type those in yourself. Simply start a new line in the section box and write it just as it appears above.
    • There are eight available sections on this form. No bill may be more than eight sections. You do not have to use all sections available. Simply input the content you want to appear in the sections that you want to use.
    • Input your Justification & Statement of Facts and the Financial Consideration in the appropriate boxes at the end of the form exactly as you want them to appear in your bill.
