FY27 Participating Contractor List Application Form

Maryland Solar Access Program (MSAP)
Application Type: Participating Contractor List

Application Period: July 29, 2026 - August 28, 2026

Application Review Period: MEA will review submissions and update the MSAP Participating Contractor List on the MSAP Program Webpage repeatedly on a rolling basis.

The MSAP Participating Contractor is the prime solar PV contractor required to:
- Execute a contract with the homeowner (referred to as the “Executed Solar PV Agreement”);
- Sign the MSAP Authorizations & Disclosure Form; and
- Take full responsibility for compliance with the terms and conditions of the MSAP program – including the terms of the MSAP Consumer Protection Policy, the Fossil Fuel Policy, and all applicable local, state, and federal laws, regulations, and building codes.
The MSAP Participating Contractor may also (but is not required to):
- Apply on the homeowner’s behalf;
- Receive the rebate, passing through the benefit to the homeowner via a discounted project price;
- Work with 3rd party installation subcontractors;
- Work with 3rd party sellers;
- Work with 3rd party solar lease or PPA providers;
- Use subcontractors for other purposes.
With this form, a prospective MSAP Participating Contractor is required to:
- Commit to comply with all terms and conditions of the MSAP program;
- Provide business information for the MSAP Participating Contractor;
- Provide contact information for the MSAP Participating Contractor;
- Provide documentation of relevant certifications, licenses, and insurance for the MSAP Participating Contractor
- Provide documentation of relevant certifications, licenses, and insurance for:
  - prospective MSAP Authorized Installation Subcontractors (if applicable);
  - prospective MSAP Authorized Sellers (if applicable);
  - prospective MSAP Authorized Solar Lease or PPA Providers (if applicable);
- Provide a list disclosing use of subcontractors for other purposes.
MEA will review submissions and update the MSAP Participating Contractor List repeatedly on a rolling basis. Eligibility is non-competitive (the number of contractors is not pre-determined or limited).

The MSAP Participating Contractor List is available on the MSAP Program Webpage. MEA does not endorse or prefer any contractor on the MSAP Participating Contractor List.

  MSAP Participating Contractors may employ solar installation workers in-house or may subcontract installation of the solar PV system to another contractor. If an MSAP Authorized Installation Subcontractor is involved in a project, the MSAP Participating Contractor and their MSAP Authorized iInstallation Subcontractors must be listed on the FY27 MSAP Participating Contractor List at the time that the application is submitted for an upfront rebate reservation request (Step 1).

  MSAP Participating Contractors may be a solar lease or Power Purchase Agreement (PPA) provider or may work with authorized 3rd parties. If an MSAP Authorized Lease or PPA Provider is involved in a project, the MSAP Participating Contractor and their MSAP Authorized Lease or PPA Provider must be listed on the FY27 MSAP Participating Contractor List at the time that the application is submitted for an upfront rebate reservation request (Step 1).

The MSAP Participating Contractor is responsible for ensuring that all subcontractors have relevant certifications, licenses, and insurance. Though the following types of subcontractors will not be listed on the MSAP Participating Contractor, the MSAP Participating Contractor must disclose the use of these subcontractors to MEA through the MSAP Participating Contractor Application.
