• USA Powerlifting Athlete Locator Form (ALF)

  • Overview

    An important part of USA Powerlifting's testing program is the ability to test athletes without any advance notice in an out-of-competition setting. Athletes are subject to testing 365 days a year and do not have “off-seasons” or cutoff periods in which testing does not occur. Whereabouts information, (dates, times, locations, etc.) is information submitted by an athlete that allows the athlete to be located for out-of-competition testing.

    How does an athlete know if they must submit whereabouts information?

    Athletes will be notified if they are required to submit whereabouts information. Additionally a list of RTP and METP athletes will be maintained on the USA Powerlifting website.  a As outlined in the World Anti-Doping Code, International Standard for Testing & Investigations, athletes who have been identified and notified that they are part of a Registered Testing Pool (RTP) or Major Event Testing Pool (METP) are responsible for directly keeping USA Powerlifting informed of their whereabouts. Athletes that have not been notified of their responsibility to submit whereabouts information, are not required to submit any whereabouts information, although the can still be tested out-of-competition.

    When must Whereabouts Information be submitted?

    There are two types of whereabouts information that need to be submitted. One, is regularly scheduled whereabouts filings, filled out online, that are due on the following dates:

    • Quarter 1 – December 15

    • Quarter 2 – March 15

    • Quarter 3 – June 15

    • Quarter 4 – September 15

    Additionally, athletes must submit whereabouts filing information whenever regularly scheduled plans change.

    How does an athlete provide whereabouts updates?

    Athletes can submit whereabouts changes to USA Powerlifting through a number of methods: 

    • Complete a new ALF form for each quarter

    • Update the existing quarter ALF form by using the EDIT link in the emailed confirmation copy of your previously submitted ALF form.

    What Information Must the Athlete Provide?

    Residence: The Athlete must provide for each day of the quarter the full address where he/she will be sleeping overnight.  If circumstances change such that the athlete will be sleeping at a different location for one or more nights, that information must be updated on the ALF.

    Regular Activities: The Athlete must provide the name and address of each location where he/she will train, work, go to school, or any other regular activity and the usual time rames for those activities.

    60-Minute Window:

    Any athlete who is in the testing pool must provide a specific 60-minute time slot every day between 5 a.m. – 11 p.m. that anchors the athlete to a specific location. The athlete chooses the 60-minute time slot to fit their schedule and must be available and accessible for testing at a specific location during the entire 60-minute time slot. Please note that USA Powerlifting can choose to, and does test athletes outside of the their 60-minute window. Athletes must submit to testing at any time.

     

    Whereabouts Failures 

    Filing Failure

    Whereabouts filings must be submitted by the deadlines outlined in the whereabouts filing section. A filing failure will be declared if:
    • A whereabouts filing has not been submitted by the specified deadline

    • A whereabouts filing does not contain a specific 60-minute time slot and location where the athlete will be available for testing each day

    • A whereabouts filings is inaccurate or incomplete in order to reasonably locate the athlete for testing

    Missed Test

    • Athletes will receive a missed test if they are unavailable during the specified 60-minute time slot indicated on their whereabouts filing when attempted for testing.

    • Athletes are accountable for the entire 60-minute time slot, even if a doping control officer does not arrive at the beginning of the time slot. Athletes may be notified at any time during the time slot window.

    A Whereabouts Related – Anti-Doping Rule Violation (ADRV) will occur if:

    • Missed Test = Whereabouts Failure

    • Filing Failure = Whereabouts Failure

    • All whereabouts failures will be shared and combined with the athlete’s international federation (IF), WADA, and the IPF, and will be part of a combined whereabouts failure record.

    • Any combination of three whereabouts failures (filing failures and/or missed tests), declared by the IPF, WADA or an IF, within an 12 month period = Anti-Doping Rule Violation and will result in suspension.

    You are responsible for keeping your ALF current.  Keep your copy of the form that is emailed to you, you will have an Edit link in the email to make any changes to your whereabouts for the quarter.

  • 60 Minute Time Slot

  • A 60-minute time slot must be entered for each day in the quarter where the athlete has to be available and accessible for Testing at a specified location. This time slot must take place between 05:00 and 23:00.

    In the fields below, enter the start and end times of our 60 minute slot as well as the Location.  Locations are either: HOME, WORK/SCHOOL or GYM

    Minors (athletes not yet of the age of 18):

    • Minors must choose a 60 minute time and location other than school.
    • Minors must choose a 60 minute time and location whereas an adult other than the Doping Control Officer will be present, or can come to the location when the DCO arrives.  Failure to be at a location where an adult representative of the athlete can be present will result in a whereabouts failure.  An adult representative can be a parent, sibling, friend or coach over the age of 18.

  • I acknowledge that this form may be shared with the World Anti-Doping Agency and other relevant authorities as specified in the World Anti-Doping Code on the condition that the information is used for doping control purposes only. I recognize that failure to provide accurate and adequate information on my location may result in investigation and sanctions imposed by my governing body of sport.

    I acknowledge and understand that a Whereabouts Filing Failure will impose a minimum fine of $50 plus DCO travel fees and removal from any competition until both the fee is paid and an OMT is successfully performed.
