1. Virginia Voters petition our Elected Servants, in our General Assembly, and in our County Boards of Supervisors, City Councils, and indirectly elected Judges in our Courts, as well as our Governor in our Executive Mansion, to do the People’s will.
2. The Constitution of Virginia is the “Supreme Law” of the Commonwealth of Virginia, over and above the Code of Virginia. If there is conflict between the two, the Constitution of Virginia rules.
3. Constitution of Virginia Article II, Sections 3. Method of voting states:
"In elections by the people, the following safeguards shall be maintained: Voting shall be by ballot or by machines for receiving, recording, and counting votes cast..."
"...Secrecy in casting votes shall be maintained, except as provision may be made for assistance to handicapped voters, but the ballot box or voting machine shall be kept in public view and shall not be opened, nor the ballots canvassed nor the votes counted, in secret." (by ballot OR by machines, NOT ballot IN machines!)

4. Ballot Box OR Voting Machines SHALL be provided - Code of Virginia section 24.2-626 Governing bodies shall acquire electronic voting systems https://law.lis.virginia.gov/vacode/title24.2/chapter6/section24.2-626/
"A. The governing body of each county and city shall provide for the use of electronic vo'ng systems, of a kind approved by the State Board, at every precinct and for all elec'ons held in the county, the city, or any part of the county or city..."
"...Each county and city governing body shall purchase, lease, lease purchase, or otherwise acquire such systems and may provide for the payment therefor in the manner it deems proper."
[Locality SHALL provide so VOTER can choose either, NOT Voter SHALL use; OPTION of HAND COUNT is NOT "legislated away"! Code of Virginia §24.2-646 states "Voter folds paper ballot and hands same to officer who deposits it unopened in ballot container.", so Right of HAND COUNT is PRESERVED.
{*Note: Legislature Mandated for "SHALL" provide for use of Electronic Vote Count machines or "electronic voting systems" may most wisely be used at Local Precinct to aid Disabled in support of A.D.A.}
5. We, Voters of Virginia, demand to have the OPTION of Hand Count of Paper Ballots -- OR -- Electronic Count of our Paper Ballots.
Argentina, Taiwan, Germany, and France tried and wisely prohibited Vote Count Computers. Virginia should be as wise.
France has 65.5 million people, California and Texas combined have 65.7 million. France uses Paper Ballots at polling places hand counted on Election Day. If France can do secure, honest, open, transparent elections with Paper ballots that are HAND COUNTED, so can CA, TX, VA (Virginia), and every other State.
We want our Local Precinct Neighbors' eyes and hands to court our Vote by Paper Ballot, NOT a "Secret Software" Anonymous Programmer in Silicon Valley, Serbia, or Communist China.
