Based on the information provided, the behavior you’re seeing is expected when logging into the Jotform Android app as an assigned user. In this mode, the app opens directly to the Assigned Forms tab, and there isn’t an option to exit that screen unless you sign out.

If you need full access to create or manage forms, sign in using the main account owner/admin credentials. Avoid logging in with an email that was added only as an assigned user. If your account was added as an assigned user, access will be limited to this screen until a form is assigned. The account owner can update or remove this role from their Users or Assign Forms settings if needed.
