Upload space overlimit: Saying above quota but it's not

    Now, let me help you with your question. I've checked your account and recalculated your Upload space and I can see that 2.86 MB/100 MB for a Starter (Free) plan. That means, your account is active again, and your forms can now be used. For good measure, I've also cleared your Form caches. Try to log back in the account to check its status.

    Please know that in order to use your forms again from being disabled and the account being over the limit, it is either you delete/purge submissions and uploads from your account or upgrade to a higher plan. For reference, you can click this link to have a full understanding on how account usage and limits work. You can also try clearing the form cache on your account from time to time by visiting your account Settings and clicking Clear Cache, as shown on the screenshot below:
