Now, let me help you with your question. Jotform does offer a starter plan that is free to use. But, that plan still comes with some limitations.

With a starter plan, you get 100 monthly submissions and 100 MB of available space for uploads. You can check the Pricing page for full details. We also have a guide about Understanding Your Account Usage and Limits that you can check out.
