Thanks for getting back to us with the links. Unfortunately, the storage plan is not proactively offered on the pricing page. The Storage plan will only show when a user has exceeded their current account submission limit. You can keep your Starter plan and once you reached the submission limit, you will be offered to get the Storage plan.
