What is Form 720?
Form 720, Quarterly Federal Excise Tax Return, is used to report and pay the federal excise taxes listed on the form. These include taxes on fuels, communications and air transportation, certain manufactured goods, environmental taxes, and the Patient-Centered Outcomes Research Institute (PCORI) fee for certain health plans.
Who needs to file Form 720?
Businesses liable for any of the excise taxes in Parts I and II file Form 720. That includes fuel producers and importers, air transportation providers, certain manufacturers, and plan sponsors or insurers that owe the PCORI fee. If you report quarterly excise taxes, you generally file every quarter, even when no tax is due, unless an exception in the instructions applies.
When is Form 720 due?
Form 720 is due by the last day of the month after each quarter ends: April 30, July 31, October 31, and January 31. The PCORI fee is reported once a year on the second-quarter return, which is due July 31.
Is the heavy highway vehicle use tax reported on Form 720?
No. The heavy highway vehicle use tax goes on Form 2290. Form 720 does cover the retail tax on heavy trucks, trailers, and tractors, which is a separate excise tax on the first retail sale.
How do I fill out Form 720?
Enter your business name, EIN, address, and the quarter ending date at the top. Parts I and II list each excise tax by IRS number, so you only fill in the lines for taxes you owe, such as the number of gallons or items and the tax amount. Part III totals everything: your tax, deposits made for the quarter, any claims from Schedule C, and the balance due or overpayment.
Schedule A breaks down your Part I tax liability by semimonthly period, and Schedule T is for reporting two-party exchange fuel transactions.
Do I need to make excise tax deposits?
Often, yes. Generally, if your net liability for Part I taxes is more than $2,500 for the quarter, you make semimonthly deposits instead of paying it all with the return. Check the current Form 720 instructions for the deposit rules and exceptions that apply to you.
