Unfortunately, at this moment it is not possible to change the warning message/restricted submission message in the form builder.

However, I am raising this as a feature request to our backend team. Please keep in mind that there is no assurance of whether this will be implemented. It will highly depend on the viability of the feature, the number of similar requests we get, along with the workload of our Developers.
