Unable to inject CSS in the form

'm having this same issue as this person. What you posted isn't available. Their is no "styles" panel.

Hello Eric,
Do you have Cards or a Classic layout?
If you have Cards layout form then you won't be able to inject CSS in the form. It is not possible to inject CSS in the Cards layout.
