Not form found on the page when cloning form

i'm trying to clone a "Progress bar" from here:

but It seems not working, It's says:

"No form found on the page. Please check the source code you provided"

any help!! please

These forms are created by my colleague and apparently, cloning his forms is disabled. Anyway, I have changed his settings. Free to clone the form now.
