How can I get the conditional information out of emails

is there a way to have the conditional information that is not filled out excluded from the email that is sent when form is submitted? 

I am not quite sure what you mean, but you can set your email notifier and autoresponder in any way or manner you wish. So if you want some field to be removed, you can simply change the body of the email so that it no longer displays the same.

To change it you should click on Emails in the toolbar:

Once you find which one you want to edit, the first screen that you will see, is the body of the email with all of the fields in it (depending on the prior setup):
