Form not getting to paypal.

Only 91 of 135 submissions are reaching the paypal payment page.

Are you checking those on incomplete payments list?

Note that incomplete payments are usually abandoned payments, meaning the user did not choose to pay or simply close the page after they are redirected to Paypal.
