Is there anyway to customize the button on a paypal form?

Yes, it is possible to customize the Submit button. Here's how:
1. In the Form Builder, select the "Submit" button field and then click the "Button Style" button.
2. You will be redirected to the Form Designer where you can customize the Submit button. You may also choose a template by clicking the "Button Template" option.

Thanks, I saw that but I'm using the paypal form and even though I see the button like you show above in the designer on the actual form, I see this:

I was able to replicate the issue. This is happening because the "Use PayPal Checkout Buttons" is enabled in the payment wizard. You need to disable it, here's how:
1. Select the payment tool/field and then click the wand icon.
2. In the payment wizard, please scroll down and then click the "Additional Gateway Settings" drop down/collapse.
3. Look for "Use PayPal Checkout Buttons" option and disable it.
4. After that, please click the "Save Changes" button.
