I have created a form that would be submitted to me by the customer. For the customer's reference, they would need a "submission ID" of sorts that they can refer to if I need to look them up. Is this receipt-like behavior possible?

Every submission generated into our server actually have a unique id
Once your customer press the submit button a notification is sent to you. So, in order to accomplish what you are looking for, you can set up an Email Notification Template as well as an Autoresponder template .
Add the Unique id field (which is the submission id) into your templates, on either the Body of the template or the subject.
