This is possible, you need to disable the Hide Empty fields in the Advanced Email notification settings. Here's how:
1. Open your form and click the Emails button in the Form Builder.
2. Click the Edit button of your notification.
3. Go to the Advanced tab and disable the Hide Empty Fields. When you're done click the Save button.
4. Click the Save form button and try to test your form.
