How to bypass payment for orders?

I have set up an order form under paypal, but I don't want customers to be directed to pay with paypal. I want customers to be able to check what products they want, but not have to pay anything upfront (we receive payment upon delivery.)

Yes, it is possible to have an order form without customers having to pay online. We can achieve this by using the Purchase Order payment integration. Although I checked your latest form titled Weekly Chef List and it looks like you are already using a Purchase Order payment field.
