When someone pays for an event and it goes thru for paypal. It keeps the form in the incomplete transactions area even though payment has been processed. It doesn't forward this into my email as a paid registration

Just to clarify, you're saying that these incomplete payment transactions were processed in PayPal right?
It is possible that the IPN in PayPal is disabled. IPN is crucial for JotForm to mark your submissions as completed if there was really a payment made. Please check this user guide: https://www.jotform.com/help/276-How-to-Enable-IPN-on-your-Paypal-Account.
