How can I make a tax exempt option?

I am trying to make a "quick picks" form for our catering company but many of our clients are tax-exempt. Is there an easy way to make this just a quick option? I tried creating a dropdown with options for their locations and then having those locations as 0% tax in the checkout cart widget but it isn't working.

Please try adding the products to exempt list, like in this image:

You can do that through Purchase order wizard:

Just check all products that you want with zero tax. Give it a try and let us know how it works for you.

If you have any further questions please let us know.

    Thank you!

Thanks, but I don't want certain items to be tax exempt, I just want certain clients to be able to make their whole order tax exempt.
All clients will be ordering the Quick Pick, but some are tax exempt entities and others aren't. Is there a way for me to make it so that people can select whether or not their order is tax exempt?
    Thanks

Add a dropdown field in the form that would ask clients to confirm if they are tax exempt or not. Then choose this dropdown in the "Set Tax Options from a Location Field" option in the Tax settings.

Configure the base tax as 0%. Then the items from the dropdown as shown below:

Here's a test form showing this method:

    Hi,
Thanks for your response. I did do that, but it is not applying the zero tax when someone chooses the appropriate option from the drop-down menu. Do I also need to include the full-tax option? Currently I have it set up as "Is your order for one of the following" with the options included all being zero tax. I do not have a "no" option that is full tax, but even when I add that it does not apply tax exemption to the appropriate choices.
    Thanks

Your Based tax rate should be Zero. I've fixed this for you. Please check again.
