Logic and show empty decimal places

Please take look at this sproblem:

Conditional logic: If Entitled I is filled, calculate the value, 680.30 into Budgeted $ paid by MSC. I also marked to show empty decimal places. However it is not 680.30 in the Budgeted $...field, it is 6.0080.30.

I want it to be 680.30. Help! Thanks.
