When I try to test an email that I have out into a notification, it sends it to an email that is not on file. For example, one of my notifications is set to send to firstname.lastname@example.org, however when I try to test that that email is receiving the notifications, it sends it to email@example.com.

Is it sending the email to firstname.lastname@example.org? Since email@example.com is your account email, it is sending all test emails from your form there. That is how clicking the "Test Email" button in the email wizard works.
To test sending of email to the email recipients you have set in the email notification wizard, you need to make a real submission.
