Unfortunately, you need to create separate condition for each email. It is not possible to combine the "ANY" and "ALL" in one condition.
Please provide more details on what you're trying to achieve so that we can further assist you.

It's a simple survey for our customers. has 4 questions, and a location. I only want to send an email to management at a specific location only if there is a negative response in any of the 4 questions. But I'm pretty sure I have to set these all up individually.

You can create a Change Email Recipient condition wherein if ANY of the condition is met, then the email notification will be sent to the assigned recipient in the condition. In the screenshot below, if the user chooses "Negative" in ANY of the questions (Question 1, 2, 3 and 4), then the notification will be sent to the "email_01@test.com".
