I could not replicate the issue at my end.
here is the screencast of my observations :
I would recommend you to please clear the browser cache and try again.
If you still face the issue, let us know.

Still experiencing the same issue unfortunately, can't imagine what the problem would be. I cleared the browser cache. Please note that I'm on Windows 8.1.

If you have a touch screen laptop, try disabling Chrome touch events: http://ccm.net/faq/40811-google-chrome-how-to-disable-touch-input

Indeed this worked. Is this only an issue on Windows 8.1?

It is a common issue in Chrome browser that the dragging and dropping does not work when using a mouse, but works fine using touch screen. That's why it is recommend to disable touch events if you need to perform drag and drop with the mouse.
